Dear PBTISD Families,

As we prepare for a year of significant changes at PBTISD, we would like to inform you about a new state law that will affect all public schools in Texas, effective with the 2025–2026 school year.

Texas House Bill 1481, signed into law by Governor Abbott, prohibits students from using personal communication devices—such as cell phones, smartwatches, tablets, headphones, and earbuds—on school property during the school day. This law applies to all K–12 public schools in Texas and requires school districts to adopt and enforce policies that align with the new state law.

There are a few important things to note:

  • This law will take effect at the start of the 2025–2026 school year, on August 11.

  • Devices must be left at home or turned off and put away during the school day. This includes during class changes, restroom breaks, and lunchtime. No personal communication devices (cell phones, smartwatches, tablets, headphones, or earbuds) may be used during school hours.

This change is being made with students’ best interests in mind. Research has shown that limiting device use during the school day reduces distractions, improves face-to-face social interaction, lowers the risk of cyberbullying, and supports student mental health. As a district committed to creating the best possible learning environment, we will work to support this effort, helping students stay focused, engaged, and connected with their peers and teachers.

Currently, PBTISD is working to revise campus policies to comply with House Bill 1481. We will provide you with detailed guidance before the school year begins so families and students can feel prepared and supported.
