The Pecos-Barstow-Toyah ISD Board of Trustees has approved the district’s 2025–2026 Compensation Plan, following extensive analysis of pay systems, staffing structures, and recent outcomes from the 89th Texas Legislative Session.
As part of this work, the district partnered with TASB HR Services and Gateway Partners, Inc. to review compensation models and pay equity across all employee groups. This year’s plan also incorporates updates to align with PBTISD’s newly adopted four-day instructional week. These changes ensure employees remain financially whole while also supporting internal alignment, competitiveness, and sustainability.
“This year’s compensation plan reflects months of data-driven analysis and a deep commitment to valuing the people who serve our students every day,” said Superintendent Brent Jaco. “We’ve worked to ensure all employee groups, across campuses and departments, receive adjustments that reflect both state guidance and district priorities.”
PBTISD’s revised 2025–2026 Teacher Salary Schedule includes a $60,000 starting salary for first-year teachers, up from $58,000. In alignment with House Bill 2 (HB2), which outlines teacher compensation increases, PBTISD Teachers will receive $400 for teachers with 1-2 years of experience, $4,000 for 3-4 years, and $8,000 for five or more years of experience. In addition, PBTISD will include a teacher's step increase for their years of experience on top of the state funding, making a 10.79% effective pay raise for teachers. Additionally, Teachers with an advanced degree (Master’s or Doctorate) in their certified teaching field will receive an additional $2,250 stipend.
It is worth noting that, though HB2 provided funding for teacher pay raises, the bill did not provide the same level of funding for other educational support staff, such as librarians, nurses, counselors, and other hourly support positions. There was a small support staff allotment of $45 per Average Daily Attendance included in HB2. This fund will support staff groups with an effective pay raise of at least 6% for most employees.
Additionally, PBTISD will increase its monthly contribution to employee medical insurance from $600 to $650, helping to offset healthcare premium increases and continue supporting staff wellness.

The approved plan will take effect for the 2025–2026 school year.
