Pecos-Barstow-Toyah ISD is proud to announce James Saint as the district's new Director of Safety and Security, bringing more than 25 years of leadership experience in school safety, law enforcement, emergency management, and military service to Eagle Nation.
As Director of Safety and Security, Saint will lead the district's safety and security initiatives while working alongside PBTISD Chief of Police Armando Granado and the PBTISD Police Department. He will collaborate with district and campus administrators, Safety and Security Specialists, local law enforcement agencies, emergency responders, and community partners to strengthen school safety efforts and maintain secure, welcoming learning environments across the district.
Saint joins PBTISD after serving as Director of Safety and Security for Copperas Cove ISD, where he coordinated districtwide emergency operations, supervised security personnel, developed threat assessment programs, and served as the district's Incident Command Supervisor.
His background also includes service as a School Resource Officer, patrol supervisor, chief deputy, and field training officer with multiple Texas law enforcement agencies. Before beginning his law enforcement career, Saint served more than 13 years in the United States Marine Corps, where he led large-scale operations, coordinated training for more than 1,500 Marines and Sailors, managed multimillion-dollar budgets, and worked alongside military and civilian leaders on operational planning and emergency preparedness.
Saint earned both his Master of Business Administration and Bachelor of Business Administration in Management from Tarleton State University. He is a Texas Master Peace Officer and holds numerous professional certifications, including Texas School Marshal, CRASE Instructor, SRM Instructor, and I Love You Guys Standard Response Protocol Trainer.

Safety is foundational to student success, and Mr. Saint's leadership, combined with the outstanding work of Chief Granado and the PBTISD Police Department, will help us continue strengthening the systems, partnerships, and preparedness that allow our students and staff to thrive."

Saint emphasized that maintaining safe schools requires collaboration throughout the entire community.

"Together, we will continue to strengthen our safety and security programs while fostering a positive and supportive educational environment."

In addition to ongoing safety planning and preparedness efforts, PBTISD encourages students, staff, parents, and community members to play an active role in school safety by reporting concerns involving bullying, threats, suspicious activity, or other safety issues through Keep PBTISD Safe. Timely reporting allows district administrators and law enforcement personnel to investigate concerns and respond appropriately.
